RB Gateway now supports Mercurial repositories as of /r/9409/ and this
patch marks the hosting service as supporting Mercurial.

Testing Done


Used the New Review Request page to view branches, commits, and open a

  post-commit review request for an Hg repo hosted on RB Gateway.
Posted a review request with rbt for an Hg repo hosted on RB

  Gateway.
Ran unit tests.
